[Android] Fix compilation issues for v8 11.6 and libuv x86 arch and use gcc to build v8 (#432) 

* Update linux v8, use gcc to compile it.

* Update versions.txt

* Update x86 android libuv.a

* Update android v8, use ndk r23c to build them
